Lapsed

Five (5) photopolymer etchings with digital text on Awagami Kozo chine colle, printed on Fabriano Rosaspina 285 gsm rag paper. Each etching is framed 59.5 x 42 cm, 2022-23, each an edition of 10 prints with 2 artists proofs. Capture for the works was with Mamiyaflex C330 6 x 6 cm medium format 120mm Ilford Provia colour reversal film.  Some of the film positive frames can be seen in the exhibition vitrine.

In order to record support for protective environmental Parliamentary Bills proposed but never promulgated, Ross included the fact of introduction of five (5) recent Bills in a series of photopolymer print works titled Lapsed.  Of these works, Ross commented 'I see that my effort in creatively recording the attempted Bills as a means of historical recognition'.

The term ‘lapsed’ may be read broadly, and as having a triple entendre, referencing Bills that have lapsed in time; lapsed for want of support, or lead to a ‘lapsed’ (adversely anthropogenic/climate impacted) environment.

The Photo images chosen for the Lapsed series are of coastal areas under threat.   Bills that may have provided relief to these coastal (and other) places, if not lapsed, include:

  • Offshore Petroleum and greenhouse gas Storage Amendment (Benefit to Australia) Bill 2020,
  • Climate Emergency Declaration Bill, 2020,
  • Liability for Climate Change Damage (Make the Polluters Pay) Bill, 2021,
  • Climate Change (National Framework for Adaptation and Mitigation) Bill, 2020, and.
  • Great Australian Bight Environment Protection Bill 2019.
